Park and Recreation Commission Minutes 03/09/10
Chatham Parks & Recreation Commission
March 9, 2010 at 5:30 p.m.
Community Center Conference Room

Members Present:  Michael Seidewand, Chairman; Joyce Reynolds, Vice Chair; and Ira Seldin

Staff:  Dan Tobin
Others:  None

The meeting was called to order at 5:30 p.m.  

Item 1:  Music Festival – Arts Foundation of Cape Cod

Mike Seidewand discussed a letter received from Lisa Franz of the Chatham Chamber of Commerce regarding use of Kate Gould Park for an Arts Foundation music event.   The letter stated that banners naming event sponsors would need to be hung in the park.  Banners are not allowed in the park so approval for a banner on the sidewalk fence will need to be obtained from the Board of Selectmen.  

MOTION:  Joyce Reynolds made the following motion, seconded by Ira Seldin:  That the Chatham Parks & Recreation Commission approve the use of Kate Gould Park for the music festival on Wednesdays from 6:00 to 7:30 pm, June 30 through August 18, with the condition that signs or banners not be placed in the park.  

The motion passed by unanimous vote.  

Item 2:  Chatham A’s Request regarding banners in Veteran’s Field.  

Dan Tobin reported that Doug Gratten withdrew this request when informed that advertising banners were not allowed in Veteran’s Field.    

Item 3:  Policy Updates (Residence and Gym Usage)

Dan Tobin distributed a proposed policy statement and definitions regarding residency as it applies to use of the Community Center.  He asked how the Commission would like to treat tax payers who own commercial property.  This will be discussed at the next meeting.  

Dan Tobin distributed a policy regarding scheduled hours of gym use for various ages.  The intent of the hours is to provide a framework for weekend gym use (Friday and Saturday evenings) when there was general agreement that high-school aged users should have priority over older users.  The policy will assist staff in preventing problem situations on those evenings.  There was general agreement with the proposal; it will be voted on at the next meeting.  

Item 4:  Oyster Pond Brick Review

Because one member was absent, it was agreed to discuss this at the next meeting.  A brief discussion took place and those present generally agreed that there were about 10 groups of bricks that should be relocated within the brick walk.  

Item 5:  Seaside Links

Dan Tobin reported that the Golf Advisory Committee has not met recently due to a lack of a quorum.  He said that the Sports Management Group will be awarded the contract to manage Seaside Links.  

Mike Seidewand requested that a representative of the Golf Advisory Committee meet with the Parks & Recreation Commission to discuss the importance of appropriate youth programs at the golf course.  Dan Tobin indicated that he would pursue this for the March 23 meeting.  

Item 6:  Permission to Use

Chatham A’s – The summer schedule has been received.  

Women of Fishing Families (WOFF) - Maritime Festival to be held on May 22, 2010.  

Guild of Chatham Painters:  There was brief discussion which included the following:  
•       The Congregational Church front lawn is a possible alternate location
•       The requirement of a police detail could be waived because it is a “low key” event and the group is a non-profit organization
•       Joyce Reynolds:  The art shows can be allowed with the caveat that permission could be withdrawn for next summer if there are problems.  
•       Mike Seidewand:  The fee for use of the lawn to be $1,000 plus the $1,000 grant to Chatham Schools that the Chatham Guild of Painters has provided in the past.    

There was brief discussion about using art from the Guild in the Community Center.  Mike Seidewand suggested that a representative be invited to a future meeting to discuss this issue.  

Wedding – A wedding in Kate Gould Park has been approved for October (fee:  $200)

Item 7:  Other Business

The vacancy created by Bob Dow’s resignation remains.  

Adjournment:  The meeting was adjourned at 6:15 p.m.
