Also Present: Paul DeCoste, Town Planner, Town of Chatham and a number of interested Chatham residents
· Call to Order – 4 PM – Wayne Jostrand called the meeting to order. Mr. Jostrand had a copy of Mr. Sussman’s comments. The members hoped to get through Sections 1 and 2 of the draft of the new zoning by-law rewrite. The review started with the Table of Contents.
Items that Mr. DeCoste will review with John Connery:
· Add definitions of density and intensity.
· Page 1, section 1 B – change semicolon items to bullet items. Also change “insure” to “encourage” – do this in all occurrences.
· Page 1, Section C – question re “premises”. Also ask Mr. Connery why the last two paragraphs found in the current by-law have been deleted.
· Page 1, Section D – airport hazard district.
· Page 3, Section 2 A 1 + 2 – Why deletions? Also question re noise.
· Page 3, B2 – any height restrictions on antennae towers? Towers over 35 feet have to have Cape Cod Commission approval.
· Page 4, D3a – add diagrams here to show examples.
· Page 4, 3a paragraph 2 – change “Board of Appeals” to “Zoning Board of Appeals” – change this in all occurrences.
· Page 5, Section D 3d – ask Mr. Connery to clarify what “provided in this section” means.
· Page 5, 4c – are there other examples?
· Page 6, 4d – should read “Non-Conforming Commercial Structures”. Also add “Only” at the beginning of the last sentence.
· Page 6, 5e – change “sighting” to “siting”.
· Page 7, 8b – “volume or area” - what does this mean, why both?
· Page 7, E1a – typo – “by” should be “be”.
· Page 7, E1b – add “allow on an adjacent lot”.
· Page 7, E1c add “uses as permitted in this zoning by-law”.
· Page 7, E2a1 – delete “for not more than three vehicles”.
· Page 8, b1) – sentence is confusing.
· Page 8, 3a1) – what does “customarily incidental” mean?
· Page 8, 2c(3) – family day care – need definitions of day care and family day care.
· Page 9, 4 – what does this mean?
· Page 9, 3) – explain “incidental” and “secondary”.
· Page 9, 4) – delete “occupied by the owner or an employee, such as a watchman’s or caretakers quarters,”.
Mr. Jostrand asked the audience if there were any comments. Gloria Freeman said that she, Norm Pacun and John Payson had many comments and suggestions. She said that they felt that many important issues had been dropped. She said that it would be have been helpful if they had been allowed to provide input as the subcommittee discussed the draft or should they bring these up at the full Panning Board meeting. Mr. Jostrand suggested that they submit comments and suggestions in writing because they have to be submitted to Mr. Connery.
