Selectmen's Meeting Minutes 4/10/07
Board of Selectmen’s Meeting
April 10, 2007
                        

Chairman Whitcomb called the meeting to order at 4:00PM with all members and Mr. Hinchey present.

Mrs. Bohman moved the Board of Selectmen vote to approve the minutes of the April 3, 2007 Board of Selectmen’s meeting.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted unanimously in favor.

Festival of the Arts Request for Signs

Ms. Meg Walker from the Creative Arts Center attended this meeting.  The Board of Selectmen received a request from the Creative Arts Center in Chatham to place signs to direct visitors to Chase Park for the Festival of the Arts at the following locations: Town Hall lawn; by the roadside in South and North Chatham; the Oyster Pond and Hitching Post Road at the Elementary School.  Also, the group is requesting use of the parking lot at Oyster Pond for parking to shuttle people to the Park.
Ms. Connors moved the Board of Selectmen vote to permit the signs and the use of the parking lot as requested and further that the Board of Selectmen allow the sale of goods on Town Property.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Ms. Walker informed the Board the organizers intend to leave the signs up for the duration of the event rather than removing them each night which was contrary to their statements in the letter.

Maritime Festival

Ms. Karen Murdoch, representing the Women of Fishing Families, attended this meeting to request the Board of Selectmen allow that organization to use the Town Hall parking lot on Saturday May 12, 2007 from 8:00AM through Sunday May 13, 2007 at 9:00AM for a maritime festival.  The organizers also request a one day Wine and Beer License.

The Red Nun will be donating beer and wine to the Women of Fishing Families.

Ms. Connors moved the Board of Selectmen vote to approve the request and include selling goods on Town property.

There was discussion about liability insurance.  A representative from the Cape Cod Hook Fishermen’s Association told the Board the Association will purchase a one day insurance rider for this event.  Mr. Hinchey will inquire as to whether the Town can purchase a one day policy as well.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted unanimously in favor.

Railroad Museum Fees

Previously, at a Board of Selectmen’s meeting, it was suggested the Railroad Museum Group consider implementing an entrance fee at the Museum.  The Board has received correspondence from the Group indicating they do not recommend an entrance fee.  They feel the Town would have added expenses for employees to collect the fee and process receipts.
The Museum Group states in its memo they will try to emphasize to their visitors that the Museum appreciates donations for maintenance of the buildings.

Mr. Summers does not feel the collection of fees would have to be as structured as outlined in the Group’s memo and believes it would not be hardship for people to pay a nominal fee for the Town to maintain the building.  Mr. Bergstrom suggested a revenue source such as selling souvenirs could be initiated. Mr. Hinchey said the Town has been maintaining the building as owners, but now it requires significant renovations.

Mr. Whitcomb said he is satisfied that the Group will try to increase donations.  No action was taken on this subject.

Reappointment Procedure-Committee Handbook

Ms. Connors said she feels there is some confusion about how reappointments should be done on June 30 when several terms run out.  Ms. Connors explained the process as she currently understands it, and the changes she is proposing.  The proposed process does not separate the regulatory boards from other committees.  She feels this point shows more respect for the volunteers.

Mr. Bergstrom questioned how this process would handle associate and or alternate  members who may want to become regular members.

The new procedure would advertise all positions whose terms expire to be advertised as vacancies and allow any interested persons to submit a Talent Bank Form to be considered for any opening.

The question of dates for submission of forms and letters concerning reappointments will be addressed administratively to allow time for the new process and any necessary interviews.  Ms. Connors moved the Board of Selectmen vote to adopt the new procedures for the terms ending June 30, 2007.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Other Business

Mr. Summers said he would like the new Community Center to be placed on the Agenda soon to discuss with the Park and Recreation Department how the Town will be “finishing up” the project.

Ms. Connors announced a fund raiser will be held for a gentleman who lost his fishing boat.  The details of the fund raiser will be posted on Channel 18.
The meeting adjourned at 5:10PM.
