Selectmen's Meeting Minutes 7/24/07
Board of Selectmen’s Meeting
July 24, 2007

Chairman Whitcomb called the meeting to order at 4:15PM with all members and Mr. Hinchey present.

Mrs. Bohman moved the Board of Selectmen vote to approve the minutes of the July 10, 2007 Board of Selectmen’s meeting.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted four in favor, one abstention (Ms. Connors did not attend the meeting on July 10th).

Public Forum

Ms. Deidre Arvidson who has previously worked for the Park and Recreation Department expressed some disappointed that she was not appointed to a full time position at the new Community Center.

Mr. Don Edge, Chairman of the Summer Residents Committee, announced a meeting August 3, 2007 at 9:00AM in the downstairs meeting room at Town Hall at which Kevin McDonald will speak and answer questions about the Zoning Bylaw re-write.  Mr. Edge also encouraged everyone to attend the Summer Town Meeting Tuesday, August 7, 2007 at 7:00PM in the High School Auditorium.  Mrs. Bohman noted that year-round residents could also attend.

T.W. Nickerson Bond Anticipation Notes

Finance Director Jennifer Petit attended this meeting.  Ms. Petit reported the Town had received bids for replacement of water mains and the Mill Hill Road land acquisition.  First Southwest Company was the low bidder for the BANS with an interest rate of 3.798%.

Ms. Connors moved the Board of Selectmen vote to award First Southwest Company one Bond Anticipation Note in the amount of $1,880,000 at 3.798% to be issued July 25, 2007 and due July 25, 2008.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted unanimously in favor.

Request for “Fill the Boot” Campaign

President of Local 2712 Chatham Permanent Firefighters Kevin Moore attended this meeting to request permission to hold the Muscular Dystrophy Association “Fill the Boot” campaign during the Friday evening Band Concerts.  Mr. Moore told the Board of Selectmen this campaign has proven very successful over the past several years.  Mrs. Bohman moved the Board of Selectmen vote to grant permission to the Chatham Permanent Firefighters for their “Fill the Boot” campaign during Fridays in the summer.  Ms. Connors seconded the motion and the Board of Selectmen voted unanimously in favor.


Request for Sign - Holy Redeemer Church

Ms. Rosemary Czuchra, representing the Holy Redeemer Church, had written to ask for the Board’s permission to place a sign in the triangle behind the rotary on August 10th  and 11th from 9:00AM to 4:00PM to advertising the Annual Church Fair.  The sign will be removed each night.

Ms. Connors moved the Board of Selectmen grant the request as stated.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Request for Road Race Fundraiser  - “The Nun Run”

Ms. Kathleen Giorgio attended this meeting and told the Board of Selectmen the Run would raise funds for Dream Day on Cape Cod.  The Dream Day is an organization that serves children with life threatening illnesses by providing a vacation at Nickerson State Park.

Ms. Connors moved the Board of Selectmen vote to allow the request for a 5K road race on September 29, 2007.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.  

Request for Signs - Chamber of Commerce

Executive Director of the Chamber of Commerce Danielle Jeanloz attended this meeting.  Ms.  Jeanloz told the Board of Selectmen the 52nd Annual Chamber Antique show is being held August 2nd through the 4th.  The organizers would like the Selectmen’s permission to place ten signs around Town which will direct patrons to the Chatham Elementary School.

Ms. Connors moved the Board of Selectmen grant permission for the signs.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Affordable Housing/Planning Board/Selectmen Schedule Meeting

The Affordable Housing Committee has asked, via a memo, for the Board of Selectmen to attend a special session on a Saturday to discuss with the Planning Board and Affordable Housing Committee proposed zoning changes to address affordable housing.

The Board of Selectmen discussed as tentative meeting dates August 14, 2007 at 4:15PM or September 4, 2007 at 4:00PM.  Principal Planner Terry Whalen will confirm the meeting date after determining the availability of the other committee members.

Ryder’s Cove Parking Lot - Loading Zone Designation

At the July 16, 2007 Waterways Advisory Committee it was moved and voted to recommend to the Board of Selectmen that one parking space along the bulkhead at Ryder’s Cove be designated as a thirty minute limit load/unload space.
Director of Coastal Resources Ted Keon told the Board he believes the recommendation is a good suggestion and he believes it would be beneficial to all of the users at this location.  Mr. Keon said if the Board of Selectmen supports this recommendation, he and the Harbormaster have determined the next to the last space on the right hand side facing the bulkhead would be the most appropriate space.

The Harbormaster will modify his regulations to allow for a loading zone in this area.

Mr. Bergstrom suggested the left side facing the bulkhead may be better since some shellfishermen already pull their catch onto the beach.  Landing Officer Robert Walsh said he did not feel going over the beach and crossing the ramp would be wise.  Mr. Walsh said the first recommendation on the right side of the bulkhead is desirable and can hold heavy trucks with winches and other equipment.

Ms. Connors moved the Board of Selectmen vote to designate one space along the bulkhead at Ryder’s Cove for thirty minute loading/off loading as described by Mr. Keon.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted unanimously in favor.

Special Municipal Employee Appointment

Mr. Hinchey explained committees can be designated Special Municipal Employees to avoid a conflict of interest.  Ms. Connors moved the Board of Selectmen vote to designate the members of the PD/Annex Design Review Task  Force, Special Municipal Employees.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Chatham Historical Commission Chairman

Mr. Don Aikman, Chairman of the Chatham Historical Commission requested the Board of Selectmen allow him to remain Chairman of the Commission in accordance with the requirements of the Town of Chatham Appointed Committees, Commissions & Boards Rules and Regulations Handbook.  Mrs. Bohman moved the Board of Selectmen vote to allow Mr. Aikman to remain as Chairman of the Chatham Historical Commission.  Mr. Bergstrom seconded the motion and the Board of Selectmen voted unanimously in favor.

Special Town Meeting August 31, 2007 Assignments and Motions

Ms. Connors reminded people that it is important to attend this meeting.  Ms. Connors will present the Resolution to the Special Town Meeting.  Mr. Bergstrom will move Article 2 at the Special Town Meeting.  Mr. Whitcomb will move Article 1 at the Special Town Meeting.  Mr. Keon will present a narrative to the Special Town Meeting after the motion on Article 1.

Mr. Keon reviewed new information with the Board of Selectmen that will be presented to the Special Town Meeting.  For Article 1, estimates run from $2.5 million to $4 million.  The motion will be made at $4.1 million.

Article 2 will be moved at $150,000.  Mr. Keon said the motion will include navigation in the study as well as the environmental effects and the other language in the original motion.

Mr. Summers said he understood core studies were required for land owners applying for revetments and he did not want the Town to pay for duplicate efforts.  It was noted this is not a requirement for property owners.  Mr. Keon said core studies are sometimes done to assess whether a body of sand is a dune or a bank.  The sediment gathered is an indicator of the status of the sand.  However, he also said core assessments will not be required for purposes of our study.

Committee Appointments

Ms. Connors moved the Board of Selectmen vote to appoint Henry Lynn Herbst to the Chatham Cultural Council until June 30, 2010 unless sooner revoked or until his successor is appointed.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Ms. Connors moved the Board of Selectmen vote to appoint John R. Raye to the Comprehensive Wastewater Management Plan Advisory Committee until their work is completed unless sooner revoked or until his successor is appointed.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Ms. Connors moved the Board of Selectmen vote to appoint Ira Seldin an associate member of the Conservation Commission until June 30, 2008 unless sooner revoked or until his successor is appointed.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Ms. Connors moved the Board of Selectmen vote to appoint Jane Moffett to the Historical Commission until June 30, 2008 unless sooner revoked or until her successor is appointed.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Ms. Connors moved the Board of Selectmen vote to appoint John Kaar to the Community Preservation Committee as the Planning Board’s representative until June 30, 2010 unless sooner revoked or until his successor is appointed.  Mrs. Bohman seconded the motion and the Board of Selectmen voted unanimously in favor.

Mr. Whitcomb said the quality of applicants during this process was very impressive and he thanked all of the volunteers who have applied.

Other Business

Mrs. Bohman said she had been contacted by someone who owns paintings that were done by Frederick Wight, the son of Alice Stallknecht who painted the murals at the Atwood Museum.  The owner of the paintings will be loaning Mr. Wight’s paintings to the Atwood Museum.  The owner also said he would be willing to display a painting at Town Hall temporarily.  The Board accepted the owner’s offer by consensus.

Executive Session

Ms. Connors moved the Board of Selectmen vote to go into an Executive Session for purposes of discussing Land Acquisition.  Mr. Whitcomb announced the motion and polled the members.  All voted to go into Executive Session.

The public meeting adjourned at 5:25PM.
