Board of Selectmen’s Meeting
April 15, 2008
The meeting was called to order at 4:00 p.m. by Chairman David Whitcomb. Selectmen present included Deborah Connors and Sean Summers. Selectmen Douglas Ann Bohman and Ronald Bergstrom and Town Manager William Hinchey were absent. Finance Director Jennifer Petit also attended.
Minutes
On a motion by Summers, seconded by Whitcomb, the Board voted 2-0-1, with Connors abstaining, to approve the minutes of April 8, 2008. Summers questioned whether the minutes could be approved by this vote – Whitcomb declared the minutes approved unless the Board is advised to the contrary.
Public Forum
· Kathryn Linnell, representing the Chatham Lightfoots, addressed the Board to request permission to sell cotton candy at the Maritime Festival as a fund raiser. Connors noted that the Board has not as yet granted approval for the Maritime Festival. On a motion by Connors, seconded by Summers, the Board voted unanimously to grant this request for the date of the Maritime Festival.
· Norma Avellar addressed the Board regarding liming, fertilizing and watering activities at the Lake Street project property noting concern with the use of “toxins” in an area where there are many children.
New Business
Water and Sewer Department Director William Redfield presented his report on the Water and Sewer activities during the month of March including:
· Sewer Bank – one additional flow increase was approved for the addition of one bedroom at 24 Seaview Street.
· Water Main and Service Replacements – Bortolotti Construction has completed replacement of water mains and public side of water services along Pleasant Street from Longs Lane to the end of Pleasant Street, Wadsworth Road, Forest Beach Road Extension, Mill Creek Road, Periwinkle Lane and Phoebe Lane; road repairs are scheduled for the spring. Earth Tech is designing a water main for the Chathamport MCI property.
· Water and Sewer Operations – Earth Tech’s reports were noted.
· Water Revenues – the Water Department has met its commitment for FY 2008.
· New Well Site – two test wells at the Mill Pond well site are being installed.
· Water and Sewer Systems Controls – an emergency generator at the water storage tanks is being installed to power telemetry controls during outages.
· Pharmaceuticals Contamination – possible water supply contamination by pharmaceuticals is currently being studied - determination of the extent of the contamination is years away. Sewering will prevent private on-site wastewater disposal systems from leaching into the groundwater.
· Spring Flushing and Chlorination Program – flushing began in the middle of March and will continue until the beginning of June.
· Water and Sewer Facilities Open Houses – open houses are scheduled for May 10, 2008 at the Training Field water supply well and the Wastewater Treatment Facility.
On a motion by Connors, seconded by Summers, the Board voted unanimously to adjourn at 4:20 p.m.
