Temporary Restrictions at Barn Hill Landing

Temporary restrictions on vehicular access to the bulkhead area at Barn Hill Road Town Landing have been implemented following a recent structural inspection.

The inspection revealed extensive corrosion, significant section loss, and a failing wale system, leading engineers to determine that the bulkhead can no longer safely support vehicles or other loads within ten feet of the wall. As a result, vehicular access in this area is restricted effective immediately to ensure public safety.

“We understand the importance of this landing to our community and are committed to restoring safe access as quickly as possible,” said Greg Berman, Director of Natural Resources “Public safety is our top priority, and we appreciate the community’s patience as we work through this process.”

The Town is moving forward with the engineering and permitting needed for a full bulkhead replacement and is also evaluating short-term stabilization measures that should allow limited vehicular access to resume safely.

The Town will continue to provide updates as the project progresses and as temporary safety improvements are identified.

Transfer Station Garage Ribbon Cutting

A ribbon cutting was held at the new Garage and Storage Facility at the Transfer Station on Wednesday, November 19th.

The completion of this facility marks the first finished phase of a larger effort to modernize the Transfer Station. Town Meeting voters first approved funding to make essential safety and accessibility upgrades in 2020 while more comprehensive improvement plans were finalized. In 2023 voters again supported funding for design, construction and equipment for the project. That year the overall project was divided into two phases with the construction of the garage/storage facility (Phase II) given priority 1 status to improve employee work conditions and provide proper space for equipment, storage and daily operations.

In her remarks before the ribbon was cut by Transfer Station Foreman Dave Lusher, Town Manager Jill Goldsmith said “This garage is more than a building; it reflects our commitment to the Transfer Station staff who keep our waste and recycling systems running in all weather. They now have an appropriate breakroom, office, locker space, and a modern facility that supports the work they do for our community every day.”

Town Manager Goldsmith thanked the Select Board for their support of the project, the Town’s partners on the project – Weston & Sampson, Pomroy & Associates, and JJ Cardosi – and the Transfer Station staff for their patience during construction.

With final funding for the overall site renovation approved by 2025 Annual Town Meeting voters, the next phase of the re-design will move forward.

The issuance of the certificate of occupancy for the facility is expected the first week of December.

Tree Warden Hearing Results

Tree Warden Tom Barr held a hearing on Wednesday, November 12th in accordance with M.G.L. Chapter 87 and the Town of Chatham tree protection by law to discuss the removal of three trees located at Kate Gould Park as recommended by a study of the condition of the Park’s trees commissioned by the Chatham Chamber of Commerce’s Beautification Committee.

After hearing from members of the public he determined that the condition of one Norway Maple (approx. 42”) warranted removal.

The condition of the other two trees - one Linden (approx. 32”) and one Honey Locust (approx. 24”) - will be further evaluated by a second arborist. Once the results of the second study are received, the Tree Warden will hold another hearing.

Three smaller dead trees at the back edge of the Park will be removed by Town staff.

New Speed Advisory Signs Installed

The Chatham Police Department with assistance from the Department of Public Works completed deployment of six LED speed advisory signs at various locations in Town this week.

These “fixed” signs are being used in addition to several portable LED speed advisory signs that the Town purchased this past summer in an attempt to calm the speed of vehicles on select roadways. The locations for the speed advisory signs were selected based on recently collected traffic data which included speed, traffic volume, time of day and more.

The signs were purchased with funds appropriated by 2025 Annual Town Meeting voters after hearing concerns about the speed of vehicles on our roadways.

The Police Department has an assortment of portable speed advisory units available for deployment. If you would like to request one in your neighborhood, please call the Police Department at 508-945-1217.

Select Board Action – November 18th

The Select Board held two public hearings to start its November 18th meeting. In the first, the Board approved a petition from NSTAR Electric Company dba Eversource Energy to install 35 feet +/- of 1-3” conduit and one new handhole at 229 Scatteree Road.

In the second, the Board approved an application to transfer the annual all alcoholic beverages restaurant license from Skorpios Enterprises Inc. dba Knot’s Landing Bar & Grill, Phillip Malitas, Manager to Uncle Tony’s LLC dba Knot’s Landing Bar & Grill, Sophia Malita, Manager, for the business located at 1077 Main Street.

Director of Public Works Rob Faley reviewed the October monthly water report. He noted that the pumps were pumping 6-15 hours per day. He reviewed photos of the progress on the Water Treatment Plant for Wells 5 & 8. He said the new plant will have a smaller but similar signs as is located at the Morton Road treatment plant. He noted that Well 10 is contributing to the Town’s water supply and that combined testing of water from Wells 10 & 11 tested well below the State standards for PFAS. He provided an update on the process to bring property owners into compliance with irrigation meter requirements. He reviewed the pumping report for the month.

The Select Board approved requests from five establishments holding seasonal liquor licenses to remain open beyond the November 30th expiration of their seasonal licenses. Viera on Main may continue to serve alcoholic beverages through December 31st, Pisces Restaurant & Bar and The Captain’s Table through January 1st, and Chatham Moods and Chatham Sunrise Café through January 15th.

The Board approved several Special One Day Wine & Malt Beverages Only for downtown business for the Christmas Stroll weekend and First Night events.

Select Board Chair Dean Nicastro reviewed the action of Town Meeting to declare the property at 127 Old Harbor Road surplus and designate it use for housing. He noted the receipt by the Board of letters received from two local attorneys regarding the development of the property for housing. Town Counsel Jay Talerman reviewed his opinion that the gift of the property to the Town consisted of one which served a clear public purpose (playground) for which the deed restriction would be perpetual. He said the second aspect of the gift (maintain the existing buildings) did not have a clear public purpose as no use for the buildings was specified and therefore the deed restriction on that component of the property would expire after 30 years. After hearing from its members and members of the public, the Select Board voted to proceed with the pursuit of the design guidelines for housing ownership on the property.

The Select Board approved a recommendation from the Golf Advisory Committee to increase golf rates at Seaside Links Municipal Golf Course for the 2026 season. The rates for 9 holes and 18 holes will increase $3 each to $25 and $37 respectively. Rates for all membership categories will increase 10%.

The Select Board voted to bring the question of a fee increase for entities conducting a private business on Town property under the Facility Use Policy back to the Board for further review.

The Select Board reviewed a listing of license, permits, and utility petitions provided by Town Counsel that may be taken up as part of a Consent Agenda and agreed to have the Chair review items for placement on upcoming Select Board agendas.

Director of Public Works Rob Faley reviewed the variety of pump station locations in Town and the process of determining the most suitable design, landscaping, and signage for each. It was suggested that the colors of the fencing and signage could be more in keeping with each neighborhood’s character and not include the word sewage on signs.

The Select Boad discussed minor changes to its existing goals and objectives and will vote at an upcoming meeting.

Gary Toenniessen was elevated from an Alternate member to a full member of the Open Space Committee.

Select Board's Vision Statement

The Mainsheet

The name of our e-newsletter was selected from submissions by our community.
In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters. It reflects Chatham’s maritime history, is reminiscent of the front page of a newspaper, and it is a fun play on Main Street, where you go to be part of all that is happening in Town!
