Harbormaster Recruitment

With the announcement of long-serving Harbormaster Stuart Smith's retirement in March, the Town has begun the recruitment process for this key position.

Appointed by the Town Manager, the Harbormaster is charged with overseeing, managing and providing direction for the Harbormaster division within the Department of Natural Resources. The Harbormaster's responsibility is to ensure the effective functioning and coordination of the Town's dynamic and ever changing waterways, harbors, shorelines and waterfront infrastructures and enforces Federal, State, and local statutes and regulations.

The Harbormaster reports directly to the Director of Natural Resources and serves as an important member of the Town's public safety team. The successful candidate will have excellent leadership qualities, exceptional oral and written communication skills, understanding of or ability to become adept in municipal finances, budgets, procurement, project management, Massachusetts General Laws (including MGL c30B, c90B, c91, 102 40 s 22F and CMRs 310 & 323), personnel management, and planning. Extensive boating operations experience is required.

Candidates should have a bachelor's degree in maritime business management, mooring management, or related field and seven years of related experience, including supervisory experience, or any combination of education, training, and certification. Valid Class D driver's license, MA Harbormaster's Training Council certificate, CPR, AED, and First Aid certification or the ability to obtain one upon employment is required. Professional maritime training/education preferred.

The Town has established a salary range of $89,800-$118,500. Final salary negotiable commensurate with qualifications. An attractive benefits package, including health and retirement plans (Massachusetts Public Retirement Group 2).

New Fishermen's Storage Area

The Select Board is seeking input on the level of interest among commercial fishermen in the use of the newly constructed Fishermen's Storage Area (FSA) located off Middle Road.

The new FSA is currently configured into three sections of 5,640 sq. ft. each, however the concrete barriers separating the sections are moveable and may be re-configured into smaller, more numerous sections depending on demand and type of gear stored. The Select Board set the annual fee for space in the FSA at 20¢ per square foot for a three year license term.

If you are a commercial fisherman working out of Chatham, please take a minute to complete the five question survey by February 11th. Responses will be used to determine if use of the FSA will be limited to Chatham residents, the likely number and size of sections that will be available, and an appropriate application/selection process.

Please note that completion of the survey does not guarantee space in the FSA or serve as an application for such.

Community Engagement on Housing

The third community engagement session on affordable and attainable housing development on Town-owned properties on Main Street in West Chatham and Meetinghouse Road in South Chatham was held on Wednesday, January 17th. 

The Town's consultants, Barrett Planning Group and Dodson & Flinker, presented design concepts that maximized the  development potential of each site. The concepts presented reflect feedback received from the community at the two prior forums in December 2022 and February 2023, responses to the online Community Housing Survey, and direction received from the Affordable Housing Trust and Select Board, regarding site layout, density, and housing type.

Properties Sought for Affordable Attainable Housing

In the Town's ongoing efforts to increase the inventory of affordable and attainable homes in our community, the Town and the Affordable Housing Trust have released a Request for Proposals to acquire real property, by purchase, gift, or lease (minimum term of 99 years) within the Town a parcel of land, or parcels, of land, suitable for construction or an existing building suitable for renovation for use as a mix of affordable and attainable housing (30% of Area Median Income and up to 200% of Area Median Income).

The Request for Proposals (RFP) and supporting documents may be obtained via email from Shanna Nealy or from the Town Manager's Office, 549 Main Street.

Sealed proposals will be received at the Office of the Town Manager until 2 p.m. on Thursday, February 22nd. Late submittals will not be accepted. The Town reserves the right to reject any or all proposals if deemed in the best interest of the Town.

Question: Is there a plan to repair/replace the sidewalks in South Chatham along Route 28?

Answer: Providing pedestrians with a safe and accessible sidewalk system is vital for the connectivity to essential Town services and recreational opportunities and helps support the financial health and well-being of a community. This was recognized by the Select Board and in 2019, the Town undertook a Comprehensive Sidewalk Management Plan, where the condition of all sidewalks in Town were evaluated on a scale from excellent to poor. The sidewalks along Route 28 in South Chatham were included in this evaluation and the majority of the sidewalks evaluated were noted as good or fair. That's not to say there weren't areas noted as poor and excellent as well. The sidewalks along Route 28 are maintained by the Town even though they are within the State Highway right-of-way. As such, any work to modify or improve those sidewalks or curbs is subject to MassDOT design review, permitting, and approval. Any proposed sidewalk reconstruction will also need to meet current Americans with Disabilities Act (ADA) criteria.

It is not likely that a large-scale sidewalk replacement project will occur along this section of the road until Route 28 undergoes a MassDOT-initiated major construction project. We are, however, continuously evaluating the conditions presented in the 2019 study and may address some of the shorter segments identified as "poor" in the report. Department of Public Works sidewalk repair funds go much further by addressing sidewalk rehabilitation on Town roads rather than the design review process on State roads so the investment can't be taken lightly.

Upcoming Public Hearings

Tree Warden

The Tree Warden will hold a public hearing on Tuesday, January 23rd at 2 p.m. in the small meeting room of the Town Office Annex, 261 George Ryder Road, in accordance with M.G.L. Chapter 87 to discuss a request by abutting property owners of 19 Old Wharf Road to remove three street trees located within the Town right-of-way along Old Harbor Road which have been determined to be impacted by Phytophthora root rot. The trees are Sycamore Maples and are approximately (2) 28" and (1) 32 ' in diameter.

All interested parties are encouraged to participate.

Select Board

The Select Board will hold a public hearing on Tuesday, January 30, 2024 during its regularly scheduled meeting at 5:30 p.m. in the Large Meeting Room at the Town Office Annex, 261 George Ryder Road, and remotely through the link in the posted agenda, to consider changes to the Select Board's Local Alcoholic Beverage Licensing Rules and Regulations.

All interested parties are encouraged to participate.

Second Low-Lying Roads Project Meeting Scheduled

The Town of Chatham and the Cape Cod Commission (Commission) will host a second workshop on the Low-Lying Roads Project virtually on Thursday, February 29, 2024, at 6 p.m. 

The workshop will provide an opportunity to learn about and discuss possible solutions to address flooding for the Town’s priority road segments identified as Morris Island Road and Ridgevale Road. Alternatives will be discussed that include traditional, green and hybrid options for each road segment and associated cost estimates. Participants will be able to ask questions about the presented solutions and about the project in general.

This workshop follows the first Chatham Low-Lying Roads Project public meeting conducted in May 2023 in which the Commission presented data on roads vulnerable to current and future flood events. The impact on the community from flooding of certain roads was also considered in the initial workshop.  Chatham was then tasked with the identification of up to four potential road segments. From these, two segments were to be selected for further study and the identification of alternatives by the study team.

In July 2023, staff of the Natural Resources Department, Department of Public Works, with input from the Town’s Energy and Climate Action Committee, recommended the Town put forth Morris Island Road, Ridgevale Road, Fox Hill Road, and Seapine Road to the Commission for consideration based primarily on the inability to access areas of Town by another road should these streets become impassable. Upon further review and site visits by the study team, Morris Island Road and Ridgevale Road were selected as the Town’s two priority road segments for further evaluation.

Marconi Maritime Center Archives

The Chatham  Marconi Maritime Center is holding an Open House this Sunday, January 21st from 1 p.m. - 4 p.m. for a tour of the newly built Archives, meet the the Center's Archivist, nad learn about the Center's collection.

Funding of the Archive Storage Project, which rehabilitated unusable space in the historic Education Center into archive storage for professional research and public access to the Marconi Maritime Center's historic records,  was approved by 2023 Annual Town Meeting.

Reservations are not required but an RSVP is appreciated for planning purposes.

Backyard Horticulture

The Master Gardener Association of Cape Cod and the Cape Cod Cooperative Extension offer Backyard Horticulture, an eight week educational gardening course beginning in February.

The course is taught by Master Gardeners who have experience gardening on Cape Cod. The course covers numerous topics including but not limited to soils, ornamental plants, vegetable gardening, herbs, native plants, and pruning.

The course is offered at the Barnstable County Complex, 3195 Main Street, Barnstable on Thursdays, February 1 - March 21 from 1 p.m. - 4:00 p.m. and at the Harwich Community Center, 100 Oak Street, Harwich on Fridays, February 2 - March 22 from 1:00 p.m. to 4:00 p.m. The cost for either location is $80. Registration is available online.

The name of our e-newsletter was selected from submissions by our community.
In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters. It reflects Chatham’s maritime history, is reminiscent of the front page of a newspaper, and it is a fun play on Main Street, where you go to be part of all that is happening in Town!
