Half Staff Notification

Please be advised that Massachusetts Governor Maura Healey has ordered that the United States of America flag and the Commonwealth of Massachusetts flag be lowered to half-staff at all state buildings from sunrise until sunset on Saturday, March 29, 2025, the date of interment, in honor of Private First Class Joseph R. Travers of Taunton, Massachusetts, who served in the United State Army, Dog Company, 1st Battalion, 5th Infantry Regiment, 24th Infantry Division during the Korean War. The remains of Private First Class Joseph R. Travers, who passed while a prisoner of war in December of 1951, will be laid to rest in the Cedar Knoll Cemetery in East Taunton, Massachusetts.

This gubernatorial order applies to:

1.  The main or administration building of each public institution of the Commonwealth, e.g. town and city halls

2.  Other state-owned or state-controlled buildings

3.  All state military installations

2025 Annual Town Meeting Warrant Available Online

With the closing of the 2025 Annual Town Meeting warrant by the Select Board on March 18th, final edits and additions of appendices were completed on Monday, March 24th. The document has been sent to the print/mail house for processing. Per the Town’s Home Rule Charter, Section 2-7 the warrant will “be mailed to each residence of one or more voters … at least fourteen (14) days prior” to the Annual Town Meeting.

For those who prefer to start their reading of the warrant early, a digital copy is available in Town Meeting Central on the Town’s website or download it by clicking on or scanning the QR code above.

The deadline for new voters to register to vote is Wednesday, April 30th until 5 p.m. New voters may register to vote at the Town Clerk's office, 549 Main Street, or through the Secretary of the Commonwealth's on-line voter registration portal.

EV Charging Stations Activated

The Electric Vehicle charging stations at the Eldredge Garage Visitors Center and Parking lot are now fully operational.

The eight new EV chargers include four Level 3 DC fast chargers and four Level 2 chargers. Fees are $.52 per kilowatt-hour for the Level 2 Chargers and $.62 per kilowatt-hour for the Level 3 Chargers. 

“The activation of EV charging stations at the Eldredge Garage Visitor Center is a significant step forward in our efforts to reduce our carbon footprint,” said Jill Goldsmith, Town Manager, Chatham. “By making it easier for everyone to own and operate EVs, we can help to reduce the number of traditional gasoline-powered vehicles on our roads, which will result in cleaner air and a healthier environment for all of us. I would like to thank all our partners who have helped make this project a reality.”

The project was made possible through the cooperative work of the Town with Rivermoor Energy, Weston & Sampson, Eversource and FLO.

Phare Housing Application Deadline

The deadline is fast approaching to submit an application for the new Phare housing opportunities in Orleans.

Phare is a brand new 62-unit, mixed-income community under construction at 19 West Road. The new development involves the adaptive re-use of a former Cape Cod Five Cents Savings Bank headquarters building, combined with a new addition and two separate townhouse buildings. Select Board Action - March 25th 

The Select Board returned to open session after holding an Executive Session pursuant to MGL Ch. 30A, sec. 21(3) to discuss strategy with respect to litigation (32 Mill Hill Road).

The Board designated Jeffrey Dykens as its Liaison to Serve on the Chatham Chamber & Merchants Association Beautification Committee. Deputy Director of Public Works Tom Barr will also serve on the Committee.

A Non-Binding Petition Public Opinion Advisory Ballot Question regarding the discharge of wastewater and airborne pollutants from the Pilgrim Nuclear Power Station by Holtec was voted for inclusion on the Annual Town Election ballot..

At the request of Lauren Arcomano, Executive Director of the Chatham Conservation Foundation, the Board proclaimed April 21-25, 205 as Earth Week in Chatham.

The Board accepted the donation and installation of 30 tree labels in Kate Gould Park and Chase Park from the Chatham Friends of Trees.

Representatives from Bartholomew & Company provided the annual review of the Town’s Other Post-Employment Benefits (OPEB) Trust Fund.

Director of Natural Resources Greg Berman provided an update on the status of the Fish Pier South Jog Pedestrian Walkway project and the Board authorized an expenditure from the 2017 Waterfront Bond appropriation for the final engineering, plan & bid document development, and construction administration.

The Board accepted a new charge for the Aunt Lydia’s Cove Committee which broadens its purview to include activities in Aunt Lydia’s Cove, the Stage Harbor Trap Dock, and interests of the commercial fishing industry and to change the committee’s name to the Working Waterfront Advisory Committee.

Harbormaster Jason Holm provided an update on the Town’s current Mooring Management software.

The Select Board approved a Town Landing Special Use Permit for Andrew Buckley.

Town Manager Jill Goldsmith reviewed the Monthly Report for February 2025, noting current items and employee anniversaries.

Each month the Department Heads compile statistics and narratives on the activities within their departments and report it all to the Town Manager who then delivers the information to the Select Board.

April 1

To consider a petition from NSTAR Electric Company d/b/a Eversource Energy to install 41’ +/- 1-3” PVC conduit encased in concrete from new handhole 27/HA16 at base of pole 27/16 to customer installed handhole 27/HB16 to provide new underground service to the customer located at 156 Cross Street.

April 8

To consider the installation of permanent High Water Warning Signage on Morris Island Road as recommended by the Traffic Safety Committee. Signs would have a unique hinge design that would allow them to open and close when needed.

Sewer Construction Update

Work for the week of March 31st – April 4th:

Oyster Pond Sewer Extension Project

Tentative - Sewer testing is tentatively planned in the Pond View neighborhood. A police detail will accompany the work crew to assist motorists.

Stage Harbor Sewer Extension Project

Site work is planned to continue at the pumping station site (Old Mill Boat Yard/Harbormasters Garage).

Mill Pond Pump Station

Continued sewer work is planned on Mill Pond Road. Road closures are planned for Mill Pond Road and Homestead Lane, local traffic only. Police detail(s) will be on-site to assist motorists. Work associated with the Mill Pond Pumping Station will close access to the Town Landing.

Customers can sign up for “Balanced Billing” with their electric and gas utilities. This allows the high winter energy costs, that are the result of heating usage, to be spread across all 12 months of the year, helping consumers better plan for energy costs all year round.

Customers who are income eligible may qualify for discounted electricity pricing which can help lower energy costs significantly. See below for assistance to access these discounted rates or to get help with managing past due bills.

The name of our e-newsletter was selected from submissions by our community.
In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters. It reflects Chatham’s maritime history, is reminiscent of the front page of a newspaper, and it is a fun play on Main Street, where you go to be part of all that is happening in Town!
